An employee can ask in writing to the Leave Bank Board to move a certain number of their annual leave hours into the agency’s leave bank. The employee can also say in that request if they want the hours to help a specific proposed or current leave recipient. If the request is approved, the agency may transfer all or part of the hours asked for, within the limits below. A person may give no more than half of the annual leave they would earn in that leave year. If the giver is about to lose leave under section 6304(a), they may give at most the hours left in the leave year for which they are scheduled to work and be paid. The contributor’s Leave Bank Board may waive these limits in writing. The Office of Personnel Management must make rules that set an open enrollment period each year when employees can contribute leave.
