Each executive agency must set up programs to prevent, treat, and help employees recover from drug and alcohol abuse, following guidelines from the Office of Personnel Management and the law. The Office of Personnel Management (OPM) will write those guidelines after consulting as needed, and the Secretary of Health and Human Services will review programs and offer recommendations if an agency asks.
