Stops payment of an annuity or retired pay to a person (or their survivor or beneficiary) if the person refused or willfully failed to show up, testify, or give books, papers, or records about their government service. This applies when the request was made by a federal grand jury, a U.S. court, a military court (court-martial), or a congressional committee, and the questions were about the person's ties to a foreign government or about matters that affect U.S. national security or defense. There are exceptions listed in section 8311(2) and (3). The ban on payments starts after the date the person refused or failed to comply, or after September 1, 1954, whichever is later.
