The Office of Personnel Management may approve extra health plans in addition to the regular federal plans. These plans must be mostly sponsored and run by an employee organization named in the law, offer the benefit types the statute allows, pay for or reimburse those benefits, and be available only to full members of that organization and their families. A carrier for an approved plan must either work with an approved underwriting company licensed in every State and the District of Columbia or show it meets the Office’s financial standards. A "full member" is someone who can use all rights and privileges of full membership (not counting the right to hold elected office).
