Summary

Master contracts must require carriers to give the Office of Personnel Management (OPM) the reasonable reports OPM needs and to let OPM and the Government Accountability Office (GAO) examine carrier records. Federal agencies must keep records, make certifications, and give OPM or the carrier any information or reports OPM asks for. GAO must send written evaluations to the President, OPM, and both Houses of Congress before the end of the third year and again before the end of the fifth year the program runs. Each report must compare how competitive the program is with group and individual private insurance, and OPM must help GAO with the evaluations.
