Rules, laws, and official actions made before a government reorganization keep working after the change unless they are changed, canceled, or made irrelevant by law or by removing a function. If a rule or law already gave authority to the old agency, that authority counts for the new agency after the reorganization. "Regulation or other action" means things like rules, orders, permits, policies, determinations, and similar official acts. A lawsuit already started by or against an agency head in their official role does not end because of the reorganization. Within twelve months after the plan takes effect, a court can allow the case to continue against the successor official or another agency or officer the President names. Any appropriated money not spent because of the reorganization cannot be used for other purposes and must be returned to the Treasury.
