By the first day of the next session after a reorganization plan is sent to both the House and the Senate, a resolution (a specific kind of proposal defined elsewhere) must be introduced in each chamber. In the House, the chair of the House Government Operations Committee or a member the chair names must introduce it. In the Senate, the chair of the Senate Governmental Affairs Committee or a member the chair names must introduce it. The President of the Senate or the Speaker of the House must send the resolution to the Senate Committee on Governmental Affairs and the House Committee on Government Operations. All resolutions about the same plan go to the same committee. That committee must report its recommendation to the full House or Senate within 75 calendar days of continuous session of Congress after the resolution is introduced.
