Defines key words used in this chapter. "Agency" means an "Executive agency" under section 105 and also includes the United States Postal Service, the Postal Regulatory Commission, and the Executive Office of the President. "Appointing authority" means an executive-branch employee who can make civil service hires. "Conditional offer" is a job offer that depends on a criminal history check. "Criminal history record information" means what section 9101(a) says and also covers sealed or expunged items described in 9101(a)(2) and similar juvenile records. "Suspension" has the meaning in section 7501.
