The Administrator can place a General Schedule employee at any step in their grade when the worker has unusually high or unique skills and is given new duties, either in the same job or in a new job. If the employee is chosen for another job inside the Administration, the Administrator must first decide the person will contribute more in the new job before raising pay. That pay counts as the employee’s basic pay. If the employee stays at least 1 year in that job or a successor job, that pay can be used later when setting pay. Before using this authority, the Administrator must give a plan to the Office of Personnel Management and the right congressional committees explaining approval criteria and levels, what jobs and actions are covered, how this works with other pay tools, and how it will be evaluated.
