No funds can be used to make binary chemical weapons after September 24, 1983, unless the President tells Congress that for each 155‑millimeter binary artillery shell or aircraft‑delivered binary bomb made, a working single‑piece artillery shell from the existing stock will be permanently made unusable for military purposes. Army money may be used to set up a production base and buy parts for 155‑mm binary projectiles, but not to start actual production before October 1, 1985. Before any production begins after September 30, 1985, the President must certify in writing to Congress that making them is essential to the national interest. "Production of binary chemical munitions" means final assembly and filling or loading components with the binary chemicals.
