Title 50 › Chapter CHAPTER 33— - WAR POWERS RESOLUTION › § 1546a
If a bill or joint resolution in either House would order U.S. Armed Forces to leave fighting that is happening outside the United States, its possessions, or territories, and there is no declaration of war or law allowing that action, Congress must follow the procedures in section 601(b) of the International Security Assistance and Arms Export Control Act of 1976. The measure can be changed. If the President vetoes such a bill or resolution, debate on the veto message is limited to 20 hours in the Senate. The House sets its debate time under its own rules.
