All powers the President, other federal officers, or federal agencies had because a national emergency was in effect on September 14, 1976 end two years later (September 14, 1978). This does not cancel actions, court cases, rights, duties, or penalties that began or arose before September 14, 1976. "National emergency in effect" means a general emergency declared by the President.
