Title 50 › Chapter CHAPTER 37— - NATIONAL SECURITY SCHOLARSHIPS, FELLOWSHIPS, AND GRANTS › § 1906
The Secretary must send a yearly report about how the program is run to the President and to the congressional intelligence committees. The report to the President is due each year when the President’s budget for the next fiscal year is sent to Congress under section 1105 of title 31. The report to the congressional intelligence committees is due on the date set in section 3106 of this title. The first report was due when the budget for fiscal year 1994 was sent to Congress. Each report must cover trends in language, international, area, and counterproliferation studies and note areas getting too little attention; how the program affected those trends; the help given in the previous fiscal year (subjects and type); how recipients performed, including terminations and failures to meet obligations; results for the past year and overall, including the percentage who later became employees of the United States Government, why others did not and how they used the help, and how grants to schools were used; the current list of agencies and offices required by section 1902(g); and any legislative changes the Secretary recommends. While preparing the report, the Secretary must consult the Board members listed in paragraphs (1) through (7) of section 1903(b). Each such member must give an assessment of hiring needs in language and area studies and a projection of gaps, and the Secretary must include those assessments in the report.
