Title 50 › Chapter CHAPTER 13— - INSURRECTION › § 216
The Secretary of the Treasury can stop goods from being carried by ship, train, road, or any other way inside the United States when there are good reasons to think the goods are meant for, or are likely to fall into, the hands of insurgents against the United States. The Secretary can require guarantees, make rules to enforce this, and any goods moved in violation of those rules may be seized.
