Title 50 › Chapter CHAPTER 13— - INSURRECTION › § 219
If the President decides duties cannot be collected at a port because of problems named in section 218, he may order the customs office moved to any safe spot in that district — on land, on a ship, or off the coast. The customs collector must live there and hold ships and cargo that come in or approach until the duties are paid in cash. If the cargo owner, consignee, or the ship’s master wants to go to another district’s port where the laws can be followed, the master may change the destination on the manifest and the collector must give a written permit to proceed. The Secretary of the Treasury, with the President’s approval, will make rules for carrying out duty checks and collections on board ships when needed.
