Summary

Heads of each Federal Response Plan agency must make and keep a list of physical equipment and assets they could lend to state and local officials for search, rescue, and other work during emergencies involving weapons of mass destruction. Each agency must also list separately any excess equipment that could be reused for response or training. Agencies must send their lists and updates to FEMA. FEMA must combine those lists into a master inventory and finish the first master list by December 31, 1997, then update it every year. By December 31, 1997, FEMA must add guidance into existing federal emergency response plans about how to access and use the equipment. FEMA, with the Defense Secretary, must create a civilian database on chemical and biological agent and munition safety by that date. FEMA must also build and run a system that lets federal, state, and local officials access the inventory and database for emergencies and training, including a secure but reachable emergency hotline to get information and ask for help.
