Summary

The Secretary of Energy, working with the Secretary of Defense, must create a joint program with the Government of Russia to stop those two reactors, Tomsk–7 and Krasnoyarsk–26, from making weapons‑grade plutonium by changing or replacing their reactor cores so they are less able to produce weapons material. The program must be set up so the core changes finish within three years after the work starts. The program plan must give step‑by‑step actions, clear milestones to show progress, and estimates of the program’s costs. Not later than 180 days after September 23, 1996, the Secretary of Defense must send Congress the program plan, an estimate of how much U.S. funding will be needed for each fiscal year covered, and a comparison of the program’s benefits with those of other nonproliferation programs.
