The President must pick someone in the White House to be the National Coordinator for Nonproliferation Matters. Working under the National Security Council, the Coordinator must advise and help the President on stopping the spread of weapons of mass destruction (including issues tied to terrorism, arms control, and international organized crime), lead the NSC’s Committee on Nonproliferation, and make sure U.S. nonproliferation research by federal agencies and government-funded contractors is coordinated. From the funds authorized under section 301, $2,000,000 is available to the Department of Defense to carry out that research.
