Set up and run a central body to lead and coordinate U.S. efforts to stop the spread of dangerous weapons and reduce related threats around the world. It should make sure U.S. policy is carried out and help agencies spot new areas of concern. It has main ongoing responsibility for these efforts, especially work in the independent states of the former Soviet Union, and for coordinating how policy is put into action. That body can create subgroups, order studies about how agencies, the public and private sectors, and other countries coordinate on these efforts (including how public money and private investment are used and how defense conversion is handled), give guidance to avoid overlap and get the most from U.S. spending, ask companies and NGOs to report their work voluntarily, and recommend new laws or rules to the President.
