The Administrator must set up rules so the Administration plans, programs, budgets, and handles money using sound financial practices. The rules must cover planning and budgeting for funds that can be used only for a limited number of years. Each year the Administrator must make a plan for obligating the amounts shown in the President’s budget for the budget year and the two succeeding fiscal years. The plan must say, for each program element or construction line item, what percentage of the proposed funds the Administration aims to obligate in each year. The Administrator must send that plan to Congress when the President’s budget is sent. The Administrator must also send a report on past plans saying whether each goal was met and, if not, why and how the goal will be met or changed.
