Moves certain national security work from parts of the Department of Energy to the Administrator. That includes work done before October 5, 1999, by six groups: the Office of Defense Programs, the Office of Nonproliferation and National Security, the Office of Fissile Materials Disposition, the nuclear weapons production plants, the national security labs, and the Office of Naval Reactors. The Secretary of Energy can also move other facilities, missions, or jobs to the Administrator if the Secretary, the Administrator, and Congress agree. The Secretary may reassign cleanup and waste management tasks to other DOE parts. Any leftover money needed for the moved work is also shifted and put into the appropriate account or a new Treasury account and used for the original purpose. Employees needed to do the moved work must transfer to the Administrator, and the sending DOE office’s allowed civilian staff number is reduced by the number of people moved.
