The United States must remove barriers so agencies can quickly spend all money Congress has approved for threat‑reduction and nonproliferation programs, following the 9/11 Commission’s recommendations. To do this, the government will take specific steps like changing legal limits on spending, expanding and strengthening the Proliferation Security Initiative, creating the Office of the United States Coordinator for the Prevention of Weapons of Mass Destruction Proliferation and Terrorism under subchapter III, and creating the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism under subtitle E. Congress expects that funds authorized under this subchapter will be used promptly.
