Summary

Authorizes the Department of Defense’s Cooperative Threat Reduction (CTR) program to get whatever money is needed in fiscal year 2008 to destroy chemical weapons at Shchuch’ye, Russia; to prevent the spread of biological weapons; and to expand and strengthen CTR activities. The money cannot be more than the amounts allowed by any National Defense Authorization Act for fiscal year 2008 (whether passed before or after August 3, 2007). Congress also says the President should speed up and increase funding for these CTR programs in fiscal year 2008 and future years, and starting August 3, 2007 should encourage more commitments from the Russian Federation and other partner nations, as the 9/11 Commission recommended.
