Congress can provide whatever money is needed for fiscal year 2008 to the Department of Energy’s National Nuclear Security Administration, Defense Nuclear Nonproliferation, to speed up, expand, and strengthen four programs to stop weapons of mass destruction spread and terrorism: Global Threat Reduction; Nonproliferation and International Security; International Materials Protection, Control and Accounting; and Nonproliferation and Verification Research and Development. That money cannot be more than the amounts any National Defense Authorization Act for fiscal year 2008 allowed for these DOE programs, whether that Act was passed before or after August 3, 2007.
