Title 50 › Chapter CHAPTER 44— - NATIONAL SECURITY › § 3002
Creates a Department of Defense that brings the Army, the Navy (including naval aviation and the Marine Corps), and the Air Force under the authority of the Secretary of Defense. Each military department keeps its own Secretary and organization, but they operate under civilian control of the Secretary of Defense and are not merged into one service. Sets up unified or specific combatant commands with a clear chain of command. Gives the Secretary of Defense overall control to cut duplication (especially in research and engineering) and to run the forces more efficiently. Forces must have one strategic direction and work together as land, sea, and air teams, but there will be no single Chief of Staff for all the armed forces or an overall general staff.
