Creates a Joint Intelligence Community Council to help run and coordinate U.S. intelligence work. The Director of National Intelligence must lead the council. Members include the Secretaries of State, Treasury, Defense, Energy, Homeland Security, the Attorney General, and any other officials the President names. The Director must call meetings when needed. The council must help the Director make and carry out a unified intelligence program. It gives advice on needs, budgets, money management, and how well agencies are doing. Members (except the chair) may send disagreed or extra advice to the chair, and the chair must pass that advice to the President or the National Security Council at the same time the chair gives their own. Members may also send recommendations to Congress.
