The Director of National Intelligence must create and keep a special analytic unit inside the intelligence community, working with the Secretary of Defense, to handle intelligence about U.S. personnel who have been unaccounted for after December 31, 1990. That unit is called the "POW/MIA analytic capability of the intelligence community." "Unaccounted for United States personnel" means (1) any missing person as defined in 10 U.S.C. 1513(1), and (2) any U.S. national who was killed while working for the United States and whose remains have not been brought back.
