§3059 Foreign Malign Influence Center

Title 50 › Chapter CHAPTER 44— - NATIONAL SECURITY › Subchapter SUBCHAPTER I— - COORDINATION FOR NATIONAL SECURITY › § 3059

Last updated Apr 6, 2026|Official source

Summary

Creates a Foreign Malign Influence Center inside the Office of the Director of National Intelligence. The Center must include analysts from across the intelligence community, get access to all U.S. government intelligence about foreign malign influence, lead the analysis and coordination of that intelligence, and give full assessments and warnings to policymakers and Congress. The Director of the Center is chosen by the Director of National Intelligence, reports to that Director, runs the Center, and — if the President or Director of National Intelligence asks — offers response options. At least once a year the Director must send a report to the congressional intelligence committees, the House Committee on Foreign Affairs, and the Senate Committee on Foreign Relations about the Center’s work and any needed changes, including privacy protections. After December 31, 2028, the Director of National Intelligence may close the Center only if they notify the congressional intelligence committees and the Defense Subcommittees of the Appropriations Committees for both Houses with detailed plans showing other offices can take over and a timeline to wind down. Definitions: “covered foreign country” — Russia, Iran, North Korea, China, and any other country the Center’s Director names; “foreign malign influence” — hostile efforts by or supported by those governments to affect U.S. government actions, elections, or public opinion, by open or secret means.
