The Director of National Intelligence, with agreement from the Director of the Office of Management and Budget, must give the congressional intelligence committees future-year plans and longer-term budget projections for the National Intelligence Program. For every spending center and every major system, the Director must provide a Future Year Intelligence Plan showing year-by-year funding for the budget year and not less than the 4 subsequent fiscal years. For a major system, that plan must also include an estimated total life-cycle cost and the major milestones that affect funding. The Director must also provide a Long-term Budget Projection for any intelligence element buying a major system that covers the 5-year period that begins the day after the last year covered in the Future Year Plan. That projection must include pay and benefits, operations and support, research and technology, current and planned major systems, possible future major systems, other funding items the Director thinks appropriate, a cost-and-schedule-based budget using OMB inflation estimates, and a note if projected totals exceed inflation-only growth. Each Future Year Plan, Long-term Projection, and required report must be sent when the President submits the annual budget to Congress. Before the first year funds are expected to be used to develop or buy a major system, the Director must prepare a report saying whether and how much that acquisition would raise the most recent Future Year Plan and Long-term Projection, and must update that report whenever the independent cost estimate must be updated. Definitions: budget year = the next fiscal year for which the President must submit a budget. Independent cost estimate and major system = defined elsewhere in law.
