Each head of an intelligence agency must each year tell Congress's intelligence committees either that, to the best of their knowledge, the agency is fully following the rules in this part and that any required reports due before that date were sent. If they cannot give that certification, they must explain why, list any required reports not yet sent, and promise to submit them as soon as possible.
