Gives plain meanings for important words used in this part. "Authorized investigative agency" is an agency allowed by law to do counterintelligence or background checks for people who want access to classified information. "Classified information" means information marked for protection under Executive Order No. 12356 of April 2, 1982, or later orders, or under the Atomic Energy Act of 1954. "Consumer reporting agency" is defined in 15 U.S.C. 1681a. "Employee" includes people paid by the U.S. Government, government contractors, unpaid government consultants, or others acting for the Government unless the President says otherwise. "Financial agency"/"financial institution" and "holding company" use the meanings in 31 U.S.C. 5312(a) and 12 U.S.C. 3401(6). "Foreign power" and "agent of a foreign power" use 50 U.S.C. 1801(a) and (b). "State" covers each State, the District of Columbia, listed U.S. territories and certain freely associated states, and other U.S. possessions. "Computer" means any high-speed electronic, magnetic, optical, or similar data-processing device, its related storage or communications facilities, and the data in them.
