Allows the head of a covered element of the intelligence community to make one or more education partnership agreements with U.S. schools to promote study of foreign languages needed for the intelligence community’s national security work. Under such an agreement, the element can lend equipment and teaching materials; transfer computer or other equipment that is commonly used by schools, is surplus to the element’s needs, and is judged appropriate to support the agreement; provide staff to teach or help create language courses; involve faculty and students in the element’s research and help arrange academic credit for that work; offer academic and career advice to students; and give cash awards or other items the head thinks fit.
