Defines three key terms used in this part. A "covered element of the intelligence community" means the agencies or parts listed in section 3003(4)(B) through (L) of this title. An "educational institution" means a local educational agency (see 20 U.S.C. 7801), an institution of higher education (see 20 U.S.C. 1002, excluding those in subsection (a)(1)(C) of that section), or another nonprofit that teaches foreign languages that are critical for the intelligence community. "Dedicated personnel" means intelligence community employees and private citizens, including former federal civilian employees who left voluntarily and former U.S. Armed Forces members who were honorably discharged, honorably separated, or generally discharged under honorable circumstances and rehired specifically to do the activities allowed here.
