The Director of National Intelligence can send intelligence community analysts who need foreign-language skills to accredited colleges, universities, or technical schools. The training can be at the undergraduate or graduate level and must teach the languages needed for the analysts’ job. The Director acts through the heads of the intelligence agencies. The Director can pay back the full cost of that training, including textbooks and reading materials. That payback can cover full- or part-time students and may come from appropriated or nonappropriated funds. Getting this payback does not replace any other pay, allowances, travel costs, or benefits the analyst already gets.
