The Director of National Intelligence must send the congressional intelligence committees a full report on the intelligence community’s technology strategy at least once every 4 years. The Director must work with the Director of the Office of Science and Technology Policy, the Secretary of Commerce, and other agency leaders as needed. The report should explain how to keep the United States a leader in important new and key technologies that affect national security. Each report must cover which technologies are most critical and where rivals may be catching up; review current technology policies and long-term goals; identify key sectors and supply chains; point out ways to protect U.S. leadership (including export controls, investment screening, and counterintelligence); name R&D areas that are vital but under‑supported by industry; recommend how to build and keep skilled personnel; suggest opportunities to strengthen leadership through international partnerships and markets; include a technology annex on how to prioritize, develop, and deploy emerging technologies; and provide any other information the Director thinks Congress needs. The technology annex may be submitted in classified form.
