Directors of the National Counterterrorism Center, directors of national intelligence centers, or any head of an intelligence agency must, within 45 days after a written request from the chair or top minority member of the Senate or House Armed Services Committee, give that committee any existing intelligence assessment, report, estimate, or legal opinion about matters the committee handles. They must hand over the documents unless the President claims a constitutional privilege to block them; if the President does so, the White House Counsel must notify Congress in writing. Definitions: intelligence community — the agencies listed in section 3003(4); intelligence assessment — an analytical study on a policy-significant topic (not basic background papers, research projects, or reference aids); intelligence estimate — an appraisal of intelligence about a situation to identify enemy options and likely actions.
