The Director of National Intelligence must write rules that let the Comptroller General see information held by any part of the intelligence community. The Director must work with the Comptroller General and can change the rules later. The rules must follow chapter 7 of title 31 and the National Security Act of 1947. The Comptroller General must keep shared information at least as secret as the agency that gave it. GAO officers and employees face the same penalties for unauthorized disclosure as the source agency’s staff. The Director must send the rule and any changes to Congress with the Comptroller General’s comments. The rule or change starts 60 days after it is sent unless the Director decides it should start sooner for national security.
