Each year, at the same time the President sends the annual budget request to Congress under section 1105 of title 31, the head of each intelligence element must give the congressional intelligence committees a report listing every memorandum of understanding or similar agreement about major operations or policy made in the most recently completed fiscal year with any other U.S. Government entity. If the Select Committee on Intelligence of the Senate or the Permanent Select Committee on Intelligence of the House of Representatives asks for a copy of any listed document, the head must provide it as soon as practicable.
