§3322 Additional education and training requirements

Title 50 › Chapter CHAPTER 45— - MISCELLANEOUS INTELLIGENCE COMMUNITY AUTHORITIES › Subchapter SUBCHAPTER II— - PERSONNEL AND ADMINISTRATIVE AUTHORITIES › § 3322

Last updated Apr 6, 2026|Official source

Summary

The Director of National Intelligence must identify the Office of the Director of National Intelligence’s language needs, including the specific skills needed in scientific and technical vocabularies of critical foreign languages, and create a plan to meet those needs through education, hiring, and training. In making that plan, the Director must take into account Department of Defense and Department of Education grant programs that existed on December 17, 2004. Congress found that foreign language education is essential for a skilled intelligence workforce and that since September 11, 2001 the need for higher language proficiency—especially for technical and scientific material—has grown. The Director must also require training leaders in the Office to regularly review and update senior and mid-level training so it better links collection and analysis and prepares staff to work with other agencies.
