Require the Director of National Intelligence to publish reports with clear workforce data about diversity and inclusion. Within 180 days after December 20, 2019, the Director had to release an unclassified report for the public, Congress, and intelligence employees that gives summary demographic numbers, analyses of barriers to inclusion, applicant flow information, and data about who takes part in professional development and moves into senior jobs. The reports must show breakdowns by work segment and grade, look at promotions and losses, compare demographics to the civilian labor force, and may use percentages to avoid revealing classified details. Every year by March 31, the Director must give an updated report with demographic information (including average years of service by pay level), applicant flow analysis, and professional-development placement rates. The Director must also build a system to collect applicant flow data for as many jobs as possible, may phase it in, and may recommend collecting more detailed demographic categories to OMB and Congress while consulting employee groups, explaining the purpose, and following federal rules. Definitions: “applicant flow data” = data that tracks how different demographic groups apply for jobs. “Appropriate congressional committees” = the Senate and House committees on intelligence, armed services, foreign relations/affairs, homeland security, and appropriations. “Diversity” = differences by gender, race, ethnicity, disability, veteran status, sexual orientation, gender identity, national origin, and other demographic factors.
