The Director of National Intelligence must tell Congress within 72 hours whenever an officer is declared persona non grata. The Director must consult the Secretary of State first and include the date, the reason, and a justification for the expulsion. Covered intelligence officer: a U.S. intelligence officer serving abroad, or a known or suspected foreign intelligence officer serving in the United States.
