The Director can also add other helpful activities, including work on optical communications or quantum technologies. The Director must consider the national strategy in section 4656 of title 15, consult the Secretary of Commerce, and work with other federal agencies and the programs in subsections (c), (d), (e), and (f) of section 4656, plus universities and private industry.
