Heads of agencies must train employees who can classify information so those workers are held responsible if they mark something at a higher level than needed and so they learn to use the lowest level that still protects national security. "Over-classification" means marking information at a higher level than needed. "Sensible classification" means using the lowest level that still protects national security.
