§3369d Committee to counter active measures by the Russian Federation, the People’s Republic of China, the Islamic Republic of Iran, the Democratic People’s Republic of Korea, or other nation state to exert covert influence over peoples and governments

It covers things like fake groups, secret broadcasts, media tricks, lies and forgeries, paying hidden influencers, stirring up unrest or counterintelligence attacks, assassinations, and terrorist acts. Each listed Cabinet-level agency must name one member to the committee who is a presidential appointee confirmed by the Senate: the Director of National Intelligence, the Secretaries of State, Defense, the Treasury, and Energy, the Attorney General, the FBI Director, and any other agency the President names. The committee must meet regularly, can hire staff, and must work to expose lies, secret agents, corruption, human-rights abuses, terrorism, and assassinations tied to those governments or their proxies, plus any other tasks the President gives it. Funding requests for the committee can be put in the President’s annual budget under 31 U.S.C. 1105(a).
