Creates a government committee to fight secret influence operations by the Russian Federation, the People’s Republic of China, the Islamic Republic of Iran, the Democratic People’s Republic of Korea, or any other nation state. "Active measures" here means secret actions meant to sway people or governments that are done with the help or orders of those governments or their spy agencies while hiding the government’s role. It covers things like fake groups, secret broadcasts, media tricks, lies and forgeries, paying hidden influencers, stirring up unrest or counterintelligence attacks, assassinations, and terrorist acts. Each listed Cabinet-level agency must name one member to the committee who is a presidential appointee confirmed by the Senate: the Director of National Intelligence, the Secretaries of State, Defense, the Treasury, and Energy, the Attorney General, the FBI Director, and any other agency the President names. The committee must meet regularly, can hire staff, and must work to expose lies, secret agents, corruption, human-rights abuses, terrorism, and assassinations tied to those governments or their proxies, plus any other tasks the President gives it. Funding requests for the committee can be put in the President’s annual budget under 31 U.S.C. 1105(a).
