The Director of National Intelligence must create a Supply Chain and Counterintelligence Risk Management Task Force. The task force must make how intelligence agencies share risk information with the government’s buying offices clear and consistent. It covers supply chain, cybersecurity, and counterintelligence risks. Members must include reps from the Defense Security Service, the General Services Administration, the Office of Federal Procurement Policy (OMB), the Department of Homeland Security, the FBI, the Director of the National Counterintelligence and Security Center, and any others the DNI picks. Each member must have a top secret clearance and be able to access Sensitive Compartmented Information. The task force must send an annual report to the appropriate congressional committees about its work and the risks shared with the acquisition community. Appropriate congressional committees means the congressional intelligence committees; the Senate Committees on Armed Services and on Homeland Security and Governmental Affairs; and the House Committees on Armed Services, Homeland Security, and Oversight and Reform.
