Creates a Chaplain Corps in the Agency to give spiritual and pastoral care to employees of any religion or no religion. The Director picks a Chief of Chaplains who reports directly to the Director, leads the corps, and advises the Director on chaplains’ care, training, and rules about religion and religious accommodations. Agency offices must work with the Chief on best practices. Chaplains are based at the Agency headquarters and will travel when needed to serve staff. The corps must have at least 6 chaplains: at least 3 must be full-time Agency staff and at least 3 must be contractors. The Director must fill openings quickly. Chaplains serve only as chaplains. The Director sets pay but cannot pay basic salary above the GS‑15 maximum in section 5332 of title 5. The Director must give chaplains needed security clearances (including a one-time read-in), provide workspace at headquarters, protect visitors’ privacy, and must not force a chaplain to perform rites that conflict with the chaplain’s beliefs. Each year the Director must tell Congress whether these rules are being followed.
