Creates a Special Victim Investigator in the Office of Security who must investigate or help investigate unrestricted reports of sexual assault and sexual harassment. The Investigator must be a federally credentialed law enforcement officer and can be assigned from another federal agency, but cannot be a current CIA employee. Victim — the person as defined by law. The Investigator can run internal inquiries into harassment at a victim’s request, lead and manage sexual assault investigations, testify in criminal cases, act as the case agent when appropriate, and coordinate with other federal, state, local, and Tribal law enforcement under agreed procedures. The Investigator must make rules to protect sensitive information, act as the main internal investigator for assaults (with special coordination if Office of Security staff are involved), set who leads overseas cases, and share redacted materials with the Sexual Harassment/Assault Response and Prevention Office. Investigations must be finished within 60 days after referral. If more time is needed, the Investigator must ask the Director for an extension within 60 days, explain progress and reasons, give a plan to finish, and tell both the reporter and the accused about the extension.
