Do not use the words "National Security Agency" or "NSA", the agency seal, or close copies of them on merchandise, to pretend to be the agency, in solicitations, or for business if it would make people think the NSA approved it. You need written permission from the Director. If the Attorney General thinks someone is doing or will do this, they can sue in federal district court, and the court may quickly issue temporary orders to stop it.
