Title 50 › Chapter CHAPTER 47— - NATIONAL SECURITY AGENCY › § 3620
The Director of the National Security Agency must, within 30 days of finding a covered adjustment, send a summary to the congressional intelligence committees (as defined in section 3003) and to the Senate and House Appropriations Committees explaining the change and why it happened. "Covered adjustment" means an NSA action or failure that causes a major change in how much intelligence is collected about a foreign country, foreign organization, or their senior leaders, or that changes the NSA’s rules for sharing intelligence with foreign countries or groups the United States is part of.
