Summary

The U.S. may only do Cooperative Threat Reduction work in Russia if it helps U.S. security. After December 19, 2014, the Defense Secretary must limit that work to supporting U.S.–Russia arms‑control obligations or reducing weapons‑of‑mass‑destruction threats to the United States and to countries in the Euro‑Atlantic and Eurasian regions. For any fiscal year after fiscal year 2015, funds cannot be spent on activities in Russia unless a law specifically authorizes them.
